Summary: This report analyzes the influence of Soviet Foreign Minister Eduard Shevardnadze and the Ministry of Foreign Affairs (MFA) on the formulation and implementation of Soviet national security policy. It discusses how Shevardnadze, an adviser close to President Gorbachev and a member of the Defense Council, has evolved from a fairly traditional supporter of the Soviet defense establishment into one of its harshest critics. It discusses MFA-military differences in specific policy areas (e.g., doctrine and force reductions) and their implications for the military. The report thus examines both the new procedures by which the Soviet Union makes defense policy and the emerging substance of that policy.
