Although it is relatively easy to assess basic skills and academic knowledge, evaluating teaching skills is far more complex and less well understood. This report presents a new approach to appraising teacher performance. The design, adapted from study of licensing in other professions, requires a substantial supervised internship as a precondition to taking a new standardized (not multiple choice) test of teaching skills.
