The goals of its development are (1) to emphasize realism in the allocation and (2) to strive for simplicity in execution, maintenance, modification, and, above all, interpretation of results. FALCON operates on a set of prioritized target objectives defined by the user as damage expectancy goals for various target categories. It assigns weapons to targets by following an ordered set of procedures that lead to an allocation similar to the SIOP (Single Integrated Operations Plan) allocation.
