This book outlines just such a methodology for determining manpower and equipment deployment requirements. The methodology employs a prototype research tool called the Strategic Tool for the Analysis of Required Transportation (START). The START program generates lists of capability units, called Unit Type Codes, which are required to support a user-specified operation. The program also estimates materiel movement requirements to achieve initial operating capability at deployed locations. The appendix to this book serves as a user's guide to the START program.
