  <abstract>This Note was written in preparation for the Magellan mission to Venus and presents the coordinate system adopted for the project.  Control points have been identified on Venera 15, 16 pictures and 1983 Arecibo pictures, and their coordinates given in the Magellan coordinate system.  Transformation matrices are presented.  The control points are identified as craters, hills, or central peaks in craters.</abstract>
