  <abstract>This Note analyzes state legislation proposed during 1989 to expand health insurance coverage for workers. The author draws on information gathered from telephone interviews with state policymakers and reviews of proposed state legislation to assess legislative proposals in terms of coverage, benefits, and financing. In addition, this Note reviews six states' early implementation of pilot projects to encourage small firms to purchase health insurance.</abstract>
