This report describes the California Medicaid program between 1980 and 1987 with special reference to prenatal and infant care. The report contains an overview of the federal program, a discussion of the relation of the federal and state programs, a summary of Medicaid eligibility, a comparison of California's program to the U.S., a description of the status of California's program in 1980, and a discussion of the changes that occurred between 1980 and 1987. It is intended as a reference document for a larger project that examines race and ethnic differences in survival and health costs of very low birthweight infants (<1,500 g). The report should be of interest to persons concerned with public health care financing and issues related to maternal and child health care in the United States.
