520 _aThe principal hurdle in transfering new ideas and techniques from the research arena into real-world Department of Defense applications comes from conflicts in the programming language requirements of the two groups involved--simulation researchers and military analysts. This report proposes the development of a common-base programming system for military simulation--SERAS (System for Exploration, Research, and Applications in Simulation). The SERAS programming system is not a new simulation programming language, but a prototyping tool, primarily targeted at simulation researchers. This report summarizes efforts in developing a plan for supporting the transfer of simulation technology and outlines a preliminary design of SERAS. It presents fundamental concepts in simulation and simulation programming; outlines concepts relevant to simulation from artificial intelligence and object-oriented programming; surveys conventional and experimental simulation programming languages; and reviews current perceptions of military simulation at RAND and elsewhere. Finally, the report outlines a preliminary design of the SERAS programming system, and discusses a plan for the development of SERAS.
